About Us

On October 25, 2017, the Estrella-El Pomar-Creston Water District Special Election (Measure C-17) took place in order to determine the formation of the district.  Affected (voting) landowners were those who had established intent to participate in the water district.

 On December 13, 2017, the Estrella-El Pomar-Creston Water District ("EPCWD") held its first public meeting to announce its formation, elect officers, and begin the process of conducting water district business.

Board of Directors

The EPCWD Board of Directors was established through a vote of affected landowners on October 17, 2017. Three directors have a four-year term, and two directors have a two-year term, with all terms to be four years after 2019.

I am a 7th generation SLO County farmer, Cal Poly Ag Business graduate, and O\owner of Pomar Junction Vineyard and Winery, and Mesa Vineyard Management, Inc. In business 30 years operating in tricounties of Santa Barbara, SLO and Monterey counties. Joined by wife Marsha and son Matthew with his wife Nicole in the agricultural businesses. Active in public policy issues ranging from Chair of California Association of Winegrape Growers to local water district formation.

I am a farmer who lives and farms in Creston. I graduated from CSU, Fresno and Texas Women’s University, and I attended Cal Poly, San Luis Obispo where I studied crop science. Since 2002, I have owned and operated an agricultural consulting business in San Luis Obispo County.

I am a retired winegrape grower. I move to Paso Robles in 1998 and planted a vineyard. I became active in the community and served on the Board of Directors for the Paso Robles Wine Country Alliance for 6 years and served on the Board of Directors and as President of Friends of Hearst Castle for 8 years.

In 2012, I became interested in the groundwater issues of the Paso Robles Basin. I organized several meetings of concerned farmers and landowners. From these meetings, PRAAGS was formed leading to the special election for the Basin-wide water district. Following that election, I helped to organize the EPCWD Formation Committee. The Committee has successfully moved the district formation through LAFCO and the fully-formed EPCWD is the result.

I was born and raised in Central California, and migrated to the Central Coast in 1999 to attend Cal Poly. I became very interested in winemaking and grape growing. After completing a long career at Cal Poly, I began working on a second education at J. Lohr Winery, Meridan and finally opened a winery with my family which ended in 2013. I then became involved with Limoneira and Windfall Farms of which I am the General Manager.

I am a seventh-generation Californian whose family has been a part of Agriculture since the 1830’s. I graduated from Cal Poly with a Major in Wine and Viticulture, Concentration in Viticulture. For the past 10 years, I have worked for Gallo Vineyards and farmed in 7 different Counties within California. On the Central Coast, we have vineyards from Gonzales down to Los Olivos, including vineyards in Creston. I am very active in the SGMA process in not only the Paso Basin, but the Salinas Valley Basin and the Los Osos Valley Basin as well.
